Dave Nelson has worked for Citycounty Insurance Services, CIS, since 2010 as their Public Safety/Risk Management Officer. Prior to joining CIS Dave worked for the City of Troutdale as the City Administrator for about two years and as Chief of Police for 8 ½ years. Dave has over 22 years of law enforcement experience from both municipal and county agencies. Dave received an MBA from Marylhurst University, a Bachelor of Science Degree in Business Administration from Warner Pacific College. Dave has also received his ARM, Associate in Risk Management. In 2001 Dave graduated from the FBI National Academy, class 206. Dave is a Past President of OACP, Oregon Association Chiefs of Police, serving from April 2006 to April 2007, he also served on the Sandy City Council from 2005 through 2008, the last two-years as Council President.
John Zakariassen; Senior Risk Management ConsultantCitycounty Insurance Services
John Zakariassen is presently a Senior Risk Management Consultant for CIS (Citycounty Insurance Services) in Salem, Oregon, and has worked in this capacity for the past 21 years. In his position as CIS Senior Risk Management Consultant, John has performed over 1400 safety inspections and loss control audits during the past 21 years, to ensure cities and counties are in compliance with OR-OSHA rules and regulations, and generally acceptable “Best Practices”. Additionally, John conducts property assessments and identifies public liability exposures involving streets, sidewalks, playgrounds, senior centers, libraries, water and waste water treatment plants, public works shops, and any other potential site for hazards which may directly or indirectly impact the public. John’s inspections have produced over 12,000 specific recommendations for abating or correcting hazardous conditions. Discoveries included OR-OSHA rule violations and poor risk management practices identified within the workplace. John also conducts claims loss reviews, surveys “Best Practices” doctrines, determines compliance to OR-OSHA written program requirements, and performs numerous training workshops, including: “Revitalizing Safety Committees; Hazard Identification in the Workplace; and Accident Investigation Techniques”; “Risk Management Techniques for Sewer Backups; Emergency Response Procedures and Maintenance Programs”, “PPE, MSDS and Ladder Safety”, “Driven to Distractions”; and “Winter Driving—When Good Weather Goes Bad”.
Mr. Zakariassen was the State of Oklahoma's State Risk Manager at the time of the April 19, 1995 bombing of the Alfred P. Murrah Federal Building, personally directed and managed the disaster recovery for the state's eight agencies. The collateral impact of the bombing to the adjacent building, the Journal Record, where John was working at the time of the explosion, resulted in the loss of eight state agency offices, including the Risk Management Office, and the loss of almost $5 million of state furnishings, supplies, and electronic data processing equipment.
